Winners of the 19th Golden Thumb Awards Announced! “Miaoli County Old Mountain Line Cultural Park and Track Activation and Reuse Operation Transfer OT Case” wins the Private Team’s High Distinction Award

    The 19th Golden Thumb Awards for private participation in public construction projects have been announced! A total of 21 awards were awarded, including 12 for Private Team Awards and 9 for Government Agency Awards. The evaluation committee also selected 4 Welfare Awards, 1 Bilingual Excellence Award and 2 Innovation Awards from those awarded projects (please refer to the appendix). The “Miaoli County Old Mountain Line Cultural Park and Track Activation and Reuse Operation Transfer OT Case” proposed by a private institution, uses the idle railway as the first low carbon bicycle track in Taiwan, providing a unique cultural experience and marketing the local features. The private institution “QIFENG Leisure Enterprise Co., Ltd.” wins the Private Team’s High Distinction Award and Welfare Award, the government agency “Miaoli County Government” also wins the Superior Award and Innovation Award for Government Agency Awards, becoming the biggest winner of this year’s Golden Thumb Awards.

    This year, a number of awards went to cases proposed by both government agencies and private teams, highlighting the added-value services and achievements through public-private cooperation. These cases include the “Miaoli County Old Mountain Line Cultural Park and Track Activation and Reuse Operation Transfer OT Case”, “Kaohsiung Municipal Gangshan Hospital”, “Taoyuan Youth Adventure Camps Rehabilitate-Operate-Transfer”, and “Fab Green Village”. The “Yilan Park of NCFTA” was recognized with the Bilingual Excellence Award of the Golden Thumb Awards for providing bilingual information about the park and traditional arts for international visitors. The “Taoyuan Youth Adventure Camps Rehabilitate-Operate-Transfer” is the first youth adventure camps operating through Promotion of Private Participation (PPP), and won the Innovation Award.

    The Ministry of Finance indicated that many new measures were added to this year’s Golden Thumb Awards, including the Innovation Award in Government Agency Award, which inspires government agencies that have the forward-looking, global vision and assist to promote the national image and competitiveness. Winning private teams will receive bonus points during the evaluation phase when they participate in other PPP applications in the future. These measures serve to encourage government and private teams committed to improving the quality and service efficiency in PPP cases. Although this year was affected by COVID-19, participants still placed great importance on the Golden Thumb Awards, with government and private teams still working to improve service quality. The award ceremony is postponed to the 1st quarter of 2022 due to COVID-19, during which the winning teams will be publicly congratulated, and outstanding cases will be promoted to pass on the successful experiences. By encouraging the positive participation of exceptional government agencies and private teams, this enables all sectors to gain a more comprehensive understanding of high-quality public constructions and services through participation promotion.
