19th Golden Thumb Awards Ceremony at Kaohsiung Exhibition Center Encourages Going Beyond the Limits to Reach New Milestones

        The Ministry of Finance hosted the award ceremony of the 19th Golden Thumb Awards for Private Participation in Infrastructure Projects at the Kaohsiung Exhibition Center on April 7. Executive Yuan Secretary-General Yuan Li Meng-yen and Minister of Finance Su Jain-rong presented the awards to the winners themselves, lauding the Evaluation Committees’ efforts and identifying the contributions of the awards winning teams to infrastructure projects. They further encouraged the awards winning teams to strive for excellence and provide quality public construction services. (Please refer to the attached Table 1 for the award ceremony agenda).

        In his remarks, Executive Yuan Secretary-General Li likened infrastructure projects to the locomotive engine of economic growth, emphasizing the need for joint efforts of the government and private institutions. Successful PPP projects offer better service and make daily life more convenient. For instance, the Tainan City Roadside Parking System Build-Operate-Transfer project offers multiple ways of parking payment, making use of the telecom technology to connect parking information and GPS service with the APP. Users can easily know the location of available parking space. The intelligent parking device increases the efficiency of traffic management and wins the 19th Golden Thumb Award.

        Minister of Finance Su Jain-rong said that this is the first time that the Golden Thumb Awards has been held in Kaohsiung. In addition to congratulating local Kaohsiung teams for winning the award, he also encouraged and anticipates the participation of more quality investment promotion cases from the southern region. In addition, the ratio of private investment in the promotion of private participation projects from south of Chiayi City (including central and local government agencies) to total investment in Taiwan is increasing year by year, with investment opportunities reaching almost one-half. In 2022, there have been 128 private participation projects nationwide, amounting to $212.8 billion (New Taiwan Dollar). It is evident that all government agencies are already working hard to attract private investment for the projects in the post-epidemic era. All sectors and institutions are welcome to participate in the investment.

        There were 21 projects that stood out from the rest in the 19th Golden Thumb Awards, including 12 winning projects for the Private Team Award, nine winning projects for the Government Agency Award, four winning projects for the Welfare Award, one winning project for the Bilingual Excellence Award, and two winning projects for the Innovation Award (please refer to the attached Table 2-6 for more details). The award ceremony also specially arranged a segment to allow the winner of the High Distinction Award for Private Team Award, QIFENG Leisure Enterprise Co., Ltd. , the Superior Award for Private Team Award, Sunmake Cultures Foundation; and the Superior Award for Government Agency Award, Department of Health, Kaohsiung City Government to share their experiences so that other government agencies and private institutions can learn from their success.  

        Despite the impact of the COVID-19 epidemic in recent years, the importance of the Golden Thumb Awards was not affected by the participation of the teams. The ceremony was attended by about 300 people, which goes without saying that it was a huge success.
