In response to the challenges of COVID-19, the Department for the Promotion of Private Participation, Ministry of Finance, has sent several official documents asking relevant authorities to actively offer assistance to private sector enterprises in PPP since March 2021, in order to mitigate the impact of the pandemic and overcome difficulties together.

In order to help private sector enterprises in Public Private Partnership (PPP) to overcome difficulties, the Ministry of Finance (MOF) sent official documents on March 11 and May 19, 2021, asking competent authorities and the authorities in charge to provide relief assistance to the private sector enterprises in accordance with the regulations. Furthermore, in accordance with the concession agreement and Civil law, the following relief plans can be made:

  1. )Paying in installments and reducing or granting late payment of rental and royalties.

  2. Not counting the time when PPP projects have stopped building or operating.

  3. Extending the building and operating period depending on circumstances.

  4. Private sector enterprises that have been granted relief plans should return the favor to cooperating contractors and the users of infrastructures.


To reduce the risk of infection, the MOF has sent an official document about “flexible adjustments for PPP projects” on May 28, 2021 to the authorities in charge. The document informs authorities in charge to offer flexible measures when operating all stages of PPP projects, such as feasibility studies, preliminary plans, public notices and tender, evaluations, contract negotiations and signing, dispute resolution, evaluations of operation performance, and inspections.
