Publish Authority:Department for the Promotion of Private Participation, MOF Publish Date:2019/05/28

In order to actively promote and match up private participation in infrastructure, the Ministry of Finance (MOF) will hold the “2019 Taiwan PPP Solicitation Convention” at the Taipei International Convention Center on June 14, 2019. A total of 48 cases of publicly announced investment projects will be launched in the second half of 2019 and the first half of 2020, with the total investment size exceeding NTD 100 billion. The much-anticipated solicitation convention has already attracted over 230 people consisting of domestic investors and representatives from banks, insurance firms, consultancy firms, and industrial and business associations. A spectacular event is likely.

The cases presented in this year’s solicitation convention are from all over northern, central, and southern Taiwan as well as off-lying islands, including “Project of the Superficies on Beitou-Shihlin Technology Park” (NTD 29 billion), “Kaohsiung Multi-Functional Economic and Trade Park Specific Trade Zone (III) Urban Renewal Project” (NTD 26.5 billion), “Commercial Land Development and Management Project of New High-Speed Rail Sections of the Taichung HSR Station Area” (NTD 14.7 billion), “The Land Development Project of WuRi WenXin BeiTun Line G9-1 and G9-2 Station of Taichung Rapid Transit Systems” (NTD 8.65 billion), “Kaohsiung City-owned Property Adjacent to Cianjhen District LRT C6 Station Development (by Creation of Superficies) Project” (NTD 3.6 billion), “Wastewater Reclamation and Reuse BTO Project of Taoyuan North Water Recycling Center” (NTD 3.4 billion), and “Taipei Beitou Audiovisual and Music Industrial Park BOT+ROT Project” (NTD 3.1 billion).

The MOF will also hold three business opportunity workshops after the solicitation convention, inviting investors for on-site visits in order to understand project details, thereby enhancing the success rate of the tender process.

The government seeks to provide public services with limited resources. Through public-private partnership (PPP), privately funded participation in infrastructure is an international development trend and the focus of Taiwan’s policy implementation. As the competent authority for promoting private participation in infrastructure, the MOF shall continue to build and optimize participation promotion laws and regulations as well as the investment environment, so as to boost domestic infrastructure investment momentum, effectively match up business opportunities for private participation in infrastructure, and actively help to bring about successful investment projects.
