20th “Golden Thumb Awards” Private Participation in Infrastructure Projects Preliminary Nominations: See 15 Cases Chosen

  The Ministry of Finance began collecting applications for the 20th Golden Thumb Awards for Private Participation in Infrastructure Projects earlier in May this year, when a total of 31 applications were submitted.
  The Ministry of Finance invited members from the industry, government, and academia sectors with relevant expertise and experience to serve on the evaluation committees, and held six preliminary evaluation meetings between August 1, 2022 and August 9, 2022, during which 15 nominations were selected.   Among the 15 selected cases, there are 10 “Private Team Awards” cases and five “Government Agency Awards” cases from categories including transportation, medical facilities, technology facilities, cultural and educational facilities, and sports facilities. The private participation methods for these cases are diverse, including BOT, ROT, and OT. In order to further understand the actual implementation, operation, supervision, and contract management of the selected cases, the evaluation committees will visit these infrastructure project cases to conduct on-site inspections at a later date.
  The top award for the winning case is presented in a more diversified manner than in previous years. The winning team's awarded record will be used in the future screening of the private participation cases, and the team can negotiate with the government agency to reduce the royalties of the case. The reward period for Superior Award cases is even up to three years maximum. Through this incentive, it is expected to attract more high-quality domestic private institutions to continue to invest and participate in infrastructure projects, and to build and operate public facilities to provide high-quality public services.
  The Ministry of Finance further states that after the on-site inspections of the selected cases, a re-evaluation meeting will be held to select this year's award-winning team. The “Golden Thumb Awards” award ceremony is expected to be held in mid-November this year. Further evaluation processes will be adjusted according to the local COVID-19 epidemic situation.
