| Origin and Purpose |
The purpose of this project is to promote service for biodiversity and education, and to shape a local gateway image and facilitate development of the area. The themed ecological park, which connects the Taipei Zoo, the Circular line, the Wenhu line and Maokong Gondola, will become the gateway image of the Sanmao area. The completion of the Circular line will significantly improve the accessibility and convenience of the area, and increase tourists visiting the area via the MRT network. In conclusion, this project will combine functions of ecological conservation, sightseeing and education, and extend the service space of the Zoo, which will improve the service efficiency for visitors.

| Summary of Planning and Preliminary Review Result |
1. The authorized agency received the application from applicant On August 18, 2021, and reviewed the case under relevant regulations. In line with the policy requirements, the authorized agency held a public hearing to collect opinions of the locals on December 20, 2021. The preliminary evaluation was approved on December 23, 2021.
2. Summary of the project outline: 1) Following the gateway image of the Sanmao project, the Taipei Zoo will become a world-class ecological healing park. 2) The planned facilities include an exhibition hall, a specialty bookstore, a 5G VR experience hall, a living museum, an animal avenue, accommodation facilities, work spaces, an eco-hotel and a regional shopping mall.

1. BOT areas: Site 1 includes lands for the service center and zoo; Site 2 is land for the zoo.
2. OT areas: Underground Space of Site 1 (the government will complete the construction of the RC structure together with the underground station Y1 of the Circular line. The private institution is responsible for the decorations, plumber/electricity and fire facilities at their own expense; the Car Park by the embankment of riverside; the Car Park located on the 2nd, 3rd and 4th(top) floors of Muzha Depot.

The basic requirements for this project are as follows:
1. Themed Ecological Education and Display Space: to provide a space which meets the purpose of zoo conservation and education, such as aquariums, insects, amphibians and reptiles, penguins, etc. Its functions include animal care, ecological display, animal medical treatment and nutrition deployment, etc. Species display programs, spaces and facilities must comply with international and relevant laws and regulations, and must based on wildlife conservation, animal welfare and education.
2. Teaching or Performance Space: to respond to the value of biodiversity conservation and the practice of the Satoyama Initiative, and following rich themes and historical characteristics of the Wenshan area. In order to improve the functions of biodiversity conservation, education, healing and leisure of the Wenshan area, the space should provide facilities or activities that can enhance experience diversification, guided tours, specimen displays and technologies (such as 5G, AR/VR).
3. Ancillary Facilities: the provision of facilities for educational service and tourist leisure service according to the site’s needs.
The minimum constructed floor areas of the above facilities shall not be less than 20% of the sum of legal floor areas of Site 1 and Site 2. Besides, 60% of the aforementioned minimum constructed floor areas shall be used for the Themed Ecological Education and Display Space.

The applicant may apply for this project as a corporation sole or a cooperative alliance consisting of more than 2 and less than 5 corporates. A corporation sole or a member of a cooperative alliance shall have relevant experience in planning or organizing ecological teaching, education and display, and can provide specific supporting documents. 1. All application documents should be submitted within the application period, from 9 a.m. on the next day of the public notice to 11 a.m. on the day of the deadline. The documents will not be accepted on national holidays, public holidays or days when Taipei City Government is closed for work. The documents can be delivered in-person or by postal to Unified Bidding Center. Overdue delivery will not be accepted. 2. The deadline of submission is 11 a.m. on September 30, 2022, according to the operation procedures by the Unified Bidding Center. 3. Applicants cannot withdraw their applications after submissions.
