This case belongs to environmental pollution prevention facility, under Subsection 2, Paragraph 1, Article 3 of Act for Promotion of Private Participation in Infrastructure Projects.The public construction project is a waste treatment facility in accordance with Article 4 of Enforcement Rules of Act for Promotion of Private Participation in Infrastructure Projects. This case is located at No. 1007, Chengxi Section of Annan District, and it’s the waste disposal land. The area of the renewing Cheng-Xi incineration plant is 30,013 square meters, the area of the compensation facilities is 16,791 square meters, and the area required for 69 kV switchyard is 100 square meters, 46,904 square meters in total. The land use period is 25 years.

The methods of tendering in the Project can be used either Single Tender or Cooperative Alliance (maximum of five). The tenderer can choose only one method in the Project, and must meet the requirements of basic qualifications, financial qualifications and technical capabilities. The tender's qualifications can be found in Chapter 4 of the application notes.

The review of this case is divided into two phases: (1) Qualification review and (2) Comprehensive review. The evaluation items in comprehensive review are as follows: 1. Applicant and private organization preparation plan, engineering technical performance and experiences (15 points), 2. Construction plan (25 points), 3. Operation plan (30 points), 4. Financial plan (20 points), 5. Innovation and sustainable development (5 points) and 6. Presentation and Q&A session (5 points), The Applicant shall read the Chapter 7 of this Tender Document in detail.
