The scope of authorization execution is to conduct the feasibility assessment (including public hearings), preliminary planning, investment documents, investment announcement, screening, negotiation, contract signing, and contract management of the project, and to apply to the State Property Department of the Ministry of Finance for lands (land number 466, 466-3, 466-4, 505) to be used for the establishment of sanitation and medical facilities (medical institutions, nursing institutions) and other matters.

1. Character: Sanitation and medical facilities.
2.Method of Development: BOT
3.Basic Requirements:(1) Land scope and total area: lot number 465、466、466-3、466-4、472、498、505, etc., Daren Section, Beitun District, Taichung City. Land area is 48,782.97 square meters.(2)Taichung City Elderly and Rehabilitation General Hospital facilities should include: 499 General Acute Beds, 30 Psychiatric Acute Beds, 53 Psychiatric Chronic Beds , Institutional residential service 300 beds and Day care service for 60 people, etc.

1.Basic qualification requirements:(1)Medical corporation, medical corporation or legal person with affiliated hospital.(2)Legal persons operating or affiliated hospitals for the Ministry of Health and Welfare Hospital approved.
2.Financial qualification requirements.(1)The average net value worth not less than NT$800 million per year in the past 3 years.(2) an average gearing ratio (debt/ total assets) of less than 80% per year in the last 3 years,(3) no refund record in the last three years,and(4) regular payment of tax according to related regulations.The Preceding financial eligibility requirements should be calculated and submitted based on the combined financial statements of the corporate subsidiary.
