Ministry of Finance's Taiwan PPP Investment Convention Unveils NT$130 Billion Business Opportunities for Private Investment

The Ministry of Finance held the "2024 Taiwan PPP Investment Convention" this afternoon (July 23, 2024) at the HNBK International Convention Center, releasing 76 Promotion of Private Participation (PPP) projects of the public infrastructure nationwide, with an investment amount exceeding NT$130 billion. This effectively conforms to Executive Yuan's recent discussion on the "Major Programs for Investing in Taiwan" and the insurance industry's investment in Taiwan's public infrastructure.

Chen Chin-de, Minister without Portfolio of Executive Yuan, attended the conference and stated that the Executive Yuan, following President Lai's governance blueprint, is committed to promoting the "National Project of Hope." This includes investment projects from various agencies such as long-term care services, reclaimed water, and resource recycling. These projects are part of the "National Project of Hope," which focuses on expanding medical investment, green growth, and the 2050 Net Zero Transition. Private participation in public infrastructure can improve service efficiency and quality and inject innovative and diverse solutions into the projects. The private sector is invited to participate in the investment and work with the government to strengthen the national power.

Chuang Tsui-Yun, Minister of the Ministry of Finance, stated that the theme of this year's investment promotion convention is "Public Private Partnership for a Better Taiwan (公司協力 全民受益)." A total of 20 agencies participated, with business opportunities totaling NT$132.6 billion. Key projects include the Taipei City Xiushan Long-Term Care Park BOT Project by the Taipei City Government (private investment amount NT$3.425 billion), the Tainan Industrial Park Reclaimed Water BTO Project by the Ministry of Economic Affairs (NT$230 million), the Build-Operate-Transfer (BOT) and Reconstruction-Operate-Transfer (ROT) for estate intended for environmental protection facilities in Tainan’s Liouying Technology and Environmental Industrial Park by the Tainan City Government (NT$700 million), the Preparatory Work and Performance Supervision Management Plan for the Build-Transfer-Operate (BTO) Project of the Integrated Resource Utilization and Co-treatment Center for livestock manure in Changhua County by the Changhua County Government (NT$319 million), the Promoting Participation in Nantou County Organic Waste Resource Recycling Center BOT Project by the Nantou County Government (NT$500 million), and the OT Project of Processing and Cold Chain Center in Yan-Pu Dong-Gang Fisher Harbor by the Ministry of Agriculture (NT$68 million). These projects cover "Health and Welfare and Medical Facilities," "Sewerage and Water Resources Facilities," and "Agriculture and Resource Recycling Facilities," and demonstrate that private participation in public infrastructure has increasingly played an important role in improving people's life quality in recent years.

In the previous year (2023), under the efforts of central and local governments, private participation in public infrastructure reached 100 projects with an investment amount of NT$187.6 billion, the third highest in the past decade! Minister without Portfolio Chen was specially invited to present the "PPP Distinguished Award" and other awards at the convention. A total of 22 institutions received honors.

In the first half of this year (2024), 56 projects of private participation in public infrastructure were signed. The investment amount totaled NT$71.1 billion. Among them, there were 33 PPP projects with a contracting amount of NT$19.9 billion, an increase of more than 60% compared to the same period of the previous year, showing a significant warming. To further present the business opportunities to all sectors, the Ministry of Finance invited five agencies, including the Ministry of Agriculture, to introduce key projects. The 2024 Taiwan PPP Investment Convention received enthusiastic participation and lively interaction from all sectors, with more than 500 people attending and visiting the investment booths on-site to support PPP towards "Public Private Partnership for a Better Taiwan (公私協力 全民受益)."
