| The Qualification Requirements for the Applicant |
I.General Qualification: The applicant shall be a single applicant, or a cooperative alliance composed that meet the requirements of this Notice in a joint cooperation manner. Applicants who apply in the form of a single applicant shall be the Chinese company and refer to the company established under the Law of the Republic of China Company. Applicants in the form of cooperative alliances, each member of the cooperative alliance shall be a Chinese company, which means a company established under the company law of the Republic of China.II.Financial qualifications: Applicants who apply in the form of a single applicant should actually receive NT$200 million or more, and have no refunds or major loss of credits in the past three years; if a single applicant is in the insurance industry, Another document that the company's Capital-Based Capital (RBC) is no less than 200%. In the case of a cooperative alliance, the paid-in capital of each member shall reach NT$200 million or more, and each member has no refund record for the or a major loss of credit in the past three years.III.Professional and technical competence: At least one member of a single applicant or a cooperative applicant. In the past 2 years, it should have the actual operation experience of basic development of this project, and can provide specific proof. Filer. If a single applicant or a member of the cooperative alliance does not have the above-mentioned performance, it shall be replaced by a cooperative manufacturer with the same performance, and a letter of cooperation for cooperation of the third parties shall be issued at the time of application.

| Evaluation Items and Criteria |
I.Qualification review: If the applicant reaches one or more of the applicants, the authorized agency will conduct the qualification examination. During the qualification review, the authorized agency shall review the documents submitted by the applicants and select qualified applicants based on the qualification requirements set forth in the tender documents.II.Comprehensive review: the Selection committee shall, according to the evaluation items, evaluation criteria and measures of selection specified in the tender documents, select the best applicant based on the investment proposal and relevant documents submitted by the qualified applicants selected from the qualification review. If necessary, the selection committee may select the second best applicant.
