1.Nature of public construction design: health welfare and medical facilities.
2.Basic Regulations: This project involves the participation of private enterprise in public construction. In addition to introducing private resources and professional corporate management to enhance the quality of public facilities services, it aims to revitalize the unused spaces of the former Xinpu Renai Home for the Elderly in Hsinchu County. The goal is to establish a comprehensive and continuous long-term care service system, ranging from home care and community care to residential care. Furthermore, the project seeks to provide social welfare services for families, women, children, people with disabilities, and the elderly, and to integrate with community industrial development to create an inclusive park.
3.Project Land Scope: The land required for the overall public construction plan approved by the hosting agency, including land for public construction, ancillary facilities, and subsidiary businesses. This includes four parcels of land in Xinpu Town, Hsinchu County, specifically at Shang Hankeng Section, with land numbers 407, 408, 542, and 545. The total land area is approximately 24,791.58 square meters (actual area based on land registration records).

| Description |
If a private enterprise plans to develop subsidiary businesses on the land designated for this project, it must prepare a relevant usage plan and submit an application to the sponsoring agency. The sponsoring agency will review the impact of the subsidiary businesses on the core public construction project and ensure the public interest of the PPP (Public-Private Partnership) project. Approval must be obtained before proceeding. If the development of subsidiary businesses involves relevant regulatory provisions, the private entity must handle it in accordance with the applicable regulations.

Applicants should prepare all relevant application documents and place them in the "Outer Envelope for Application Documents" (Attachment 12 of the Application Instructions). The envelope must be fully completed and sealed. It should be sent by postal delivery or hand-delivered to the Social Affairs Department of Hsinchu County Government (No. 10, Guangming 6th Road, Zhubei City, Hsinchu County 302099) no later than 17:00 on August 30, 2024. Applicants are responsible for estimating the delivery time. The receipt time at the Social Affairs Department of Hsinchu County Government will be used as the standard for delivery. Applications received after the deadline will not be accepted. If the deadline coincides with a declared office closure (holiday) by Hsinchu County Government, the deadline will be extended to the first day of office resumption at the same time.
