Basic specifications: 23 pieces of land of the Land Serial no. of 10-21, 3rd Sub-section, Gui Section, Chiayi City.Infrastructure Project Area: The total project site area is 7.279 Hectares with the use/zoning control as the Forestry Culture Commercial / Manufacturing Park. | Description |
The period of land use required to allow the private institution to develop and operate the ancillary project: It is the same as the main project. The Private Institution may use the Project Site to develop and operate the ancillary project but not to violate the regulation of use/zoning control for urban planning. The period of land use should not exceed the Infrastructure Project Concession Period. Upon the early termination of the Concession Period, the development and operation of the ancillary project should be terminated, together. (Please refer to Appendix 2-4 of the Tender Document)

| The Qualification Requirements for the Applicant |
To allow a single company established under the company law of the Republic of China and also multiple legal entities to form a cooperative alliance to participate in the tender application of the infrastructure project. (Please refer to Chapter 4 of the Tender Document)

| Evaluation Items and Criteria |
According to the rules stipulated in the Tender Document, the Evaluation Items include the Team composition, Relevant performance, and experience, Organization plan of the Concession Company (Implementation Company of the Private Institution or the newly established professional third-party Implementation Company in cooperation with the insurance industry), Land Use Plan and New Development Plan (includes the ancillary project plan in compliance with the “Principle Planning Reference for the Ancillary Project Planning of Private Participation of Infrastructure Project of the Public Entities”, hereinafter), Operate and Transfer Plan (includes the ancillary project plan), Financial Plan (includes the IRR and Project NVP of the financial benefits of the ancillary project listed separately). The project will be reviewed and awarded to the best one by the Selection Committee with the Evaluation Criteria. (Please refer to Chapter 6 and Appendix 3 of the Tender Document)
