Project Overview

Purpose of project Waste in Kaohsiung City is transported to four major incineration plants: Central, Southern, Renwu, and Gangshan. However, as these plants age beyond 20 years, regular and ad-hoc maintenance can no longer ensure efficient operations. Considering waste trends, processing needs, equipment conditions, estimated costs, and the impact of plant downtimes, Renwu and Gangshan plants will be upgraded and extended with private investments. The Southern plant will be replaced with a new facility, and the decommissioning of the Central plant is under review. Despite these efforts, the city's waste treatment capacity must meet the needs of residents and economic development. Therefore, new waste treatment facilities are planned on parts of the Renwu plant's land and feedback center land to convert waste into homogeneous refuse-derived fuel for industrial boilers. This project aims to improve waste treatment, reduce air pollution and carbon emissions, and lessen fossil fuel extraction and transportation, promoting net-zero carbon emissions. Additionally, private funding, expertise, and creativity will be introduced for construction and management, accelerating public infrastructure and services while enhancing overall service quality.
